I believe the future of Seabrook, Texas deserves strong leadership, vision and dedication to insure our community
is a “better place to work and live."
I am an Eagle Scout and have served various committees for the City of Seabrook from 2009 to 2012, including Mayor Pro Tem from 2013 to 2015 and again in 2017 & 2018. Most recently, I joined the master plan committee to help chart the course for our city and future in 2022.I believe my past civic and professional experiences with various levels of local government, including state and municipal, have strengthened my ability to serve the citizens of Seabrook as Councilman for Position 4.
This experience has given me deeper insights into the economic development issues and concerns that impact every aspect of our daily lives as citizens who work, play, and live in the City of Seabrook. We must consistently work to enhance and expand our tax base and future development opportunities. My mission is to continue guiding Seabrook in a positive direction, ultimately strengthening and fostering new business with strong leadership to improve our wonderful city in every way.As councilman for Position 4, I will be dedicated to improving the lives of our Seabrook citizens and the community, making it a better place to work, play, and live. Charting the course for our city and our future will be my top priority as councilman.I look forward to serving as your next Councilman, Position 4, to ensure our city’s future with strong Leadership and a Vision that aligns with our goals and the future needs of the citizens of Seabrook.
Gary Johnson graduated with a civil engineering degree from the University of Arkansas. He is currently a member of the American Institute of Architects, as well as a member of both The Scouting Alumni Association and The National Eagle Scout Association. In 1967, Gary achieved the rank of Eagle Scout and earned his Wood Badge in 2017. He and his wife, Maricel, share a passion for hunting and fishing, cultivating a deep appreciation for protecting their land and waterways.
Gary brings 40 years of construction and project management experience, along with specialized skills that have contributed to the successful completion of over 500 projects valued between $5,000 and more than $500 million. He has managed various projects, including healthcare, retail, municipal, and multifamily developments, with a total value exceeding $1.5 billion. From 1997 to 2022, Gary held senior management and executive roles in the contracting divisions of Tremco/RPM, Centennial Contractors, and Braeburn Construction, focusing on large commercial and municipal projects across the United States. He later joined the HS Development Group team as a senior project manager for the firm’s multifamily and mixed-use retail developments.
Gary has been a resident of Seabrook, Texas, for 25 years and has contributed significantly to the local community. He served on the Master Plan Committee in 2009 and 2022, on the Planning and Zoning Committee from 2010 to 2012, and on the Seabrook City Council from 2012 to 2018, where he held the position of Mayor Pro Tem in 2013, 2015, 2017, and 2018. Additionally, Gary served as a board member of the Harris County 911 Board of Directors from 2015 to 2019 and as the board president for the Clearlake Emergency Medical Corp (CLEMC) from 2016 to 2019. He was also a member of the Seabrook Rotary, serving as Rotary President from 2016 to 2017 and as assistant governor from 2017 to 2018.
In August 2017, Gary was commissioned as an honorary Admiral in the Texas Navy by Governor Greg Abbott. He is also a member of the Harris County Community Emergency Response Team. His areas of focus have included infrastructure, repairs, and economic development. From 2015 to 2019, Gary was appointed to the Board of Managers by the Harris County Mayors and Council Association to represent the municipalities on the Harris County 911 Board of Directors. GHC 911’s responsibilities include striving to provide the most reliable, accurate, technologically advanced, and effective 9-1-1 system for 5.8 million residents across 49 cities.
Economic development is a key driver of our community's prosperity and quality of life. It involves policies, programs, and initiatives that create an environment conducive to growth and improve Seabrook's overall well-being.
Economic development requires a thoughtful, comprehensive approach to make our community a more attractive place to live, work, and play. As your Councilmember, I will focus on fostering a positive business environment, enhancing our infrastructure, and encouraging sustainable growth to ensure Seabrook becomes an even better place to live and work.
I am committed to reinvesting in our infrastructure, supporting minority—and women-owned businesses, and promoting our city to attract new investment. The city has already demonstrated its proactive stance through its active Capital Improvement Program (CIP). One of the most notable achievements is the completion of the Pine Gully Wastewater Treatment Plant in January 2025.
The City's CIP program is a multi-year initiative that identifies and budgets for significant projects to improve and maintain our infrastructure. The public boat ramp project, which is guided by TxDOT, will have its design completed by the fall of 2026. TxDOT will cover all costs for this project.
I believe it is crucial to engage our citizens in the decision-making process. Strong leadership involves inspiring citizens to take an active role in shaping the future of our community. We need to ensure that our residents understand where revenue is generated, as well as areas that are not contributing as effectively to our economic growth. Building a vibrant community is a collaborative effort, and together, we can create a sustainable future for Seabrook.
As our city grows, it is essential that we maintain a safe environment for our residents. I want Seabrook to be a place where families can live, work, and play without fearing violence or harm. By preventing crime, promoting community engagement, and investing in public safety infrastructure, we can enhance the well-being of our citizens.
As your Councilmember, I will support five key initiatives to enhance safety in Seabrook:
· Crime Prevention: Implement programs to address the root causes of crime, including community policing and neighborhood watch initiatives.
· Community Engagement: Strengthen the relationship between residents and law enforcement, raising awareness and fostering trust.
· Infrastructure Enhancements: Ensure well-lit streets and public spaces while addressing environmental hazards.
· Police Station Improvements: Support the design and construction of a modern police station to improve working conditions and boost morale within our police force.
· ISO Rating Improvement: Collaborate with the Fire Department to better understand our Insurance Services Office (ISO) rating, directly impacting homeowners insurance.
